October 1998

Community Watershed Projects

 
  • Thirty-eight communities and agencies have either passed council resolutions or submitted letters to the RPO confirming their intent to initiate the Voluntary Stormwater General Permit application process.
  • Community Geographic Information Systems (GIS) Projects: Twelve Round 1 GIS projects and thirteen Round 2 GIS projects were selected for grant sponsorship by the Rouge Project. A listing of the selected projects is shown under section 5.4, "Rouge Watershed Projects".
  • Community Stormwater Projects: Sixteen Stormwater projects were selected for grant sponsorship by the Rouge Project. A listing of the selected projects is shown under section 5.4, "Rouge Watershed Projects".
  • Community Recreation & Habitat Projects: Eleven Recreation & Habitat projects have been selected for grant sponsorship by the Rouge Project. A listing of the selected projects is shown under section 5.4, "Rouge Watershed Projects".
  • Community Wetlands Projects: Five Wetlands projects have been selected for grant sponsorship by the Rouge Project. A listing of the selected projects is shown under section 5.4, "Rouge Watershed Projects".

Support
(WMD7.3)
  • Attended an all day outreach seminar at the USEPA offices in Edison, NJ on October 15, 1998. This office is the main USEPA research and development office that focuses on wet weather issues. The seminar is one of a series held at the office on wet weather related issues. Attendees at the seminar included staff from the NJ Department of Environment, private consulting firms, Region II of USEPA, Pennsylvania DEP, and USEPA DEQ.

WQ Monitoring (WMOG2.4)
  • Continued to collect samples and provided ongoing maintenance of the sampling equipment.

Implementation

Program Management & Reporting (WMD6.5)
  • RPO staff prepared for and attended the following meetings during October: schedule update meetings on October 1, Steering Committee meeting and Federal Court Committee Meeting on October 13, and Legal and Policy Committee meetings and its subcommittee meetings on October 3, 17, 23, and 28.
Office Services (WMD6.6)
  • RPO staff performed the following activities in October: revised text and slides for the outreach binder; prepared 10 outreach binders for an EPA meeting in Edison, NJ; revised project profiles; updated invoice narratives; wrote a newsletter article; prepared community presentations and distributed a packet on WEFTEC ’99 abstracts; edited a subwatershed grant notice; and edited community presentations for Garden City and Inkster.
Subgrant Administration (WMD6.7)
  • Selected wetland community projects for grant sponsorship by the Rouge Project.
WSM Support Systems (WMOG6.4)
  • General administration tasks were performed including system administration and maintenance, back ups, file management, reporting, logging, and processing of requests to the GIS team.
GIS Support to MDEQ
(WMOG6.5)
  • The computer equipment was purchased in September and was installed and tested at the MDEQ Livonia office in October.
Evaluate Traditional NPS Controls
(URBSW5)
  • Continued to review and finalize the reports for the On-Line Quality Device BMP and developed an approach for reporting on data from the Multi-Chamber Treatment Train BMP.
WSM Strategy Application (URBSW6.3)
  • Held a meeting with local health departments and state environmental health personnel on October 1 to discuss OSDS and statewide support for the evaluation and maintenance of OSDS as part of a general stormwater permit and how it might be supported from other state programs. State personnel supported the concept and recommended a meeting with the director of the MDEQ.
  • Attended the National On-site Wastewater Recycling Association meeting in Kentucky on October 22-23. Participated in discussions related to the evaluation of OSDS, training, and accrediting people to do inspections of existing OSDS.
Evaluate Illicit Connections (URBSW8.3)
  • Forty-eight facilities were inspected for illicit connections in October. So far in 1998, twenty-four facilities have not corrected the improper connections that have been found on previous visits.
Abandoned Dump Investigations (DMP1.2)
  • Preparations on the Guidelines document are continuing. The document will be sent out for external review soon. Site investigations will begin after the document is sent out.
Public Involvement (DSSPI1.6)
  • The restored Newburgh Lake was dedicated on October 16. PI staff organized Water Festival style activities for 150 fifth and sixth graders from Garfield Elementary School. Festival presenters included: FOTR, MDNR, Cass Tech High School, National Wildlife Federation, and U of M – Dearborn.
Rouge Watershed Management GIS Pilot Program (DSSPI5.4)
  • One remaining GIS pilot demonstration will be made to the Federal Court Committee in November 1998 or to the GIS Pilot TAG in December 1998.
