Community Watershed Projects
| |
- Forty three communities and agencies have either
passed council resolutions or submitted letters to the RPO
confirming their intent to initiate the Voluntary Stormwater
General Permit application process.
- Community Geographic Information Systems (GIS) Projects:
Twelve Round 1 GIS projects and thirteen Round 2 GIS projects
have been selected for grant sponsorship by the Rouge Project.
- Community Stormwater Projects: Sixteen Stormwater
projects have been selected for grant sponsorship by the
Rouge Project.
- Community Recreation & Habitat Projects: Ten
Recreation & Habitat projects have been selected for
grant sponsorship by the Rouge Project.
- Community Wetlands Projects: Five Wetlands projects
have been selected for grant sponsorship by the Rouge Project.
- Community Septic System Projects: Five septic system
management projects were selected in December for sponsorship
by the Rouge project.

- Final allocation for grants to subwatersheds under 1999
grant funding for Stormwater General Permits Grants
have been received from 6 of 7 subwatersheds.

Combined Sewer Overflow
CSO Evaluation
(CSO6.3) |
- Performed analysis of basin data to assess first flush
impact, pollutant load removal by treatment and hydrologic
analysis. Made presentations on sewer separation monitoring
and instream monitoring results.

| WQ Monitoring (WMOG2.4) |
- Continued removing monitoring equipment in December
at all monitoring stations for the end of the 1998 monitoring
season.

General Permit
| Rouge Watershed Management GIS
Pilot Program (DSSPI5.4) |
- Prepared and attended last GIS TAG meeting.

| Watershed Management (URBSW6.3) |
- Reviewed draft illicit discharge elimination plans
for several communities.
- Monitored progress and costs of the community projects.
Reviewed community work plans, recommended work plans for
approval as applicable, and followed IAAs through the process.

| Illicit Connections (URBSW8.3) |
- Thirty-nine facilities were inspected for illicit connections
in December. Two illicit discharge connections were found.
- Thirty-four repeat visits were made in December
by WCDOE staff.

| Watershed Management Support Systems
(WMOG6.4) |
- Working on enhancements to DataView to include
better map displays supporting WMM users around the country;
and supporting the RPO Web site.

Watershed Vision
| Abandoned Dump Investigations
(DMP1.2) |
- Preparation on the Guidelines document are continuing.
The document will be sent out for external review soon.

| Public Involvement (DSSPI1.6) |
- PI staff, Oakland County Drain Commission, and Oakland
county schools met to discuss potential Friends of Rouge
Collaboration.
- Met with FOTR to begin planning the 2nd
annual Water Festival.
- PI staff delivered activity books to three schools as
requested after displaying materials at Canton High Schools
Southeast Michigan Science Teachers Conference.

- Reviewed subgrant contractual reimbursement requests,
subgrant CSO construction reimbursement requests from communities
and agencies.

- Draft report is being reviewed.

Institutional Arrangements
| Program Management & Reporting
(WMD6.5) |
- Prepared for and attended the following meetings:
Middle 1 and Main 1&2 SWAG meetings on December 3 and
7, pre-proposal meetings in Canton, Farmington Hills and
Dearborn Heights on December 3, 9, and 10 respectively.
- Prepared information for Legal and Policy Committee
meeting December 15.

- Compiled RAP update information.

GIS Support to MDEQ
(WMOG6.5) |
- Work continued on training development. Five people
attended training sessions. Trainees were introduced to
ArcView interface. Guest speakers with specialties in graphic
design, surveying, aerial imagery and orthophotography presented
materials.
