Executive Summary

April 1999

Community Watershed Projects

 
  • Forty – three communities and agencies have either passed council resolutions or submitted letters to the RPO confirming their intent to initiate the Voluntary Stormwater General Permit application process.
  • Community Geographic Information Systems (GIS) Projects: Twelve Round 1 GIS projects and thirteen Round 2 GIS projects have been selected for grant sponsorship by the Rouge Project.
  • Community Stormwater Projects: Sixteen Stormwater projects have been selected for grant sponsorship by the Rouge Project.
  • Community Recreation & Habitat Projects: Ten Recreation & Habitat projects have been selected for grant sponsorship by the Rouge Project.
  • Community Wetlands Projects: Five Wetlands projects have been selected for grant sponsorship by the Rouge Project.
  • Community Septic System Projects: Five septic system management projects were selected in December for sponsorship by the Rouge project.

  • Final allocation for grants to subwatersheds under 1999 grant funding for Stormwater General Permits Grants have been received from 6 of 7 subwatersheds.

Combined Sewer Overflow

CSO Evaluation
(CSO6.3)
  • Performed analysis of basin data to assess time varying loads for influent basin quality.
  • Working with MDEQ to establish work groups to evaluate CSO basin performance data.
WQ Monitoring (WMOG2.4)
  • Summarized results of phosphorus sampling upstream of Newburgh Lake.

General Permit

Rouge Watershed Management GIS Pilot Program (DSSPI5.4)
  • Conducted workshop in January 1999 as requested by GIS Pilot TAG on the development of data modes for storm drainage and septic tanks.
  • Conducted Storm Water Drainage Data Workshop.
Evaluate Traditional NPS Controls (URBSW5)
  • Completed Online Quality Devices Report.
Watershed Management (URBSW6.3)
  • Facilitated planning and preparation for WCDOE Watershed Management Division’s proposed Illicit Discharge Training Program.
  • Monitored progress and costs of the community projects. Reviewed community work plans, recommended work plans for approval as applicable, and followed IAAs through the process.
Illicit Connections (URBSW8.3)
  • Compiled information to aid in the interpretation of isotope results.
GIS & Database Management (WMOG6.6)
  • Performed spatial analysis to calculate the number of river miles in Oakland County.
  • Developed a map displaying the 1998 dissolved oxygen and E. Coli bacteria.

Watershed Vision

Abandoned Dump Investigations (DMP1.2)
  • Reviews of the Guidelines document are continuing and nearing completion.
Public Involvement (DSSPI1.6)
  • Began coordination for the WCDOE Illicit Discharge Connection/Discharge Training Workshop.
  • Met with FOTR to begin planning the 2nd annual Water Festival.
  • Displayed and distributed RPO public educational materials at the Trees in the Urban Landscape seminar in January.
Subgrant Administration (WMD6.7)
  • Reviewed subcontractor invoices, established financial files for 1999, and assembled monthly invoice and cost documentation.

Institutional Arrangements

Program Management & Reporting (WMD6.5)
  • Prepared for and attended the following meetings: RRAC meeting, Steering Committee meeting, RPO Policy meeting, and U.S. District Court Hearing.
  • Completed Watershed Restoration Newsletter.
Rouge RAP Update
(WMOG1.2)
  • Compiled RAP update information.

Community-Funded Work Plans

SOCWA & SOCRRA
(URBSW7.1)
  • Developed detailed agenda and mailing for the Trees in the Urban Landscape seminar.
  • Developed Trees for Tomorrow flyers and brochure for Douglas Evans Nature Preserve.
Nankin Mills Bank Stabilization
(URBSW7.2)
  • Assessed site conditions including erosion, vegetation and natural features.
  • Developed conceptual idea for bank stabilization.
Superior Township GIS
(URBSW7.3)
  • Storm sewer maps were digitized and converted into ArcView GIS platform.
GIS Support to MDEQ
(WMOG6.5)
  • Final "in-class" ArcView training session was held. Training concentrated on the Layouts portion of ArcView.
