August 1998

Community Watershed Projects

 
  • Thirty-five communities and agencies have either passed council resolutions or submitted letters to the RPO confirming their intent to initiate the Voluntary Stormwater General Permit application process.
  • Community Geographic Information Systems (GIS) Projects: Thirteen Round 1 GIS projects and thirteen Round 2 GIS projects were selected for grant sponsorship by the Rouge Project. A listing of the selected projects is shown under section 5.4, "Rouge Watershed Projects".
  • Community Stormwater Projects: Seventeen Stormwater projects were selected for grant sponsorship by the Rouge Project. A listing of the selected projects is shown under section 5.4, "Rouge Watershed Projects".
  • Community Recreation & Habitat Projects: Ten Recreation & Habitat projects have been selected for grant sponsorship by the Rouge Project. A listing of the selected projects is shown under section 5.4, "Rouge Watershed Projects".
  • Community Wetlands Projects: A notice of grant availability was sent to Rouge watershed communities in late June. Proposals are due from the communities by September 18, 1998.

Support
(WMD7.3)
  • Held discussions with EPA HQ staff and managers on TMDL policies and the TMDL Federal Advisory Committee. Met with EPA Region V to discuss the concept of using the Rouge Project as a pilot for showing how to make an urban TMDL work on stormwater controls. EPA accepted the idea, so the development of the detailed proposal will begin.

  • The Rouge Project was well represented at the Water Environment Federation’s Watershed Management Conference in Denver, CO May 4-6, 1998. Rouge Project speakers presented several papers and moderated sessions at the Conference.
  • The RPO is completing a draft of a Toxics Report, and is expected to be complete in May 1998.

Study

WQ Monitoring (WMOG2.4)
  • Conducted a third wet-weather sampling survey. A data report from the survey will be submitted in September.
  • Two training sessions were held for the volunteer monitoring program to review chemical sampling and analysis methods. Field sampling started in August.
  • Completed and submitted to MDEQ reports on benthic macroinvertebrates, periphyton, and toxics monitoring.

Implementation

Program Management & Reporting (WMD6.5)
  • RPO staff prepared for and attended the following meetings during August: schedule update meetings on August 4, technical management meeting on August 13, and RPO/WC policy meetings on August 17 and August 26.
Office Services (WMD6.6)
  • Prepared summaries for two Rouge Project Profiles, compiled institutional survey results, and drafted two newsletter articles.
Subgrant Administration (WMD6.7)
  • The RPO reviewed subgrant contractual reimbursement requests, CSO construction reimbursement requests, and nonpoint community projects reimbursement requests.
WSM Support Systems (WMOG6.4)
  • General administration tasks were performed including system administration and maintenance, back ups, file management, reporting, logging, and processing of requests to the GIS team.
GIS Support to MDEQ
(WMOG6.5)
  • Completed the hardware and software procurement and installation plan.
  • Continued to develop instruction materials for MDEQ GIS training and technical support.
Evaluate Traditional NPS Controls
(URBSW5)
  • Incorporating review comments on the draft final reports for the Cedar Lake Extended Detention Pond BMP and the On-Line Quality Device BMP. The draft final report for the Multi-Chamber Treatment Train Evaluation is expected to be ready for review in September.
WSM Strategy Application (URBSW6.3)
  • Preparations continued for the general permit workshop that will be held on September 9, at the Inkster Recreation Center. This workshop will focus on institutional arrangements and the funding of general permit activities.
Evaluate Illicit Connections (URBSW8.3)
  • Livonia continues to dye test homes in an area where high bacteria counts have been recorded. So far, no direct illicit connections have been found. Bacteria counts dropped following the dye testing.
Abandoned Dump Investigations (DMP1.2)
  • Preparations on the Guidelines document are continuing. The document will be sent out for external review in September. Site investigations will begin after the document is sent out.
Public Involvement (DSSPI1.6)
  • Met with FOTR and the National Wildlife Association to discuss sponsorship of a backyard habitat program.
  • Began planning the festivities for the Newburgh Lake reopening.
Rouge Watershed Management GIS Pilot Program (DSSPI5.4)
  • Final parcel coverages were received from Oakland County and loaded into the GIS. These coverages are now separated by community rather than by geographic township.
  • A draft of the data sharing chapter of the Upper 2 final report was composed and submitted to the technical advisory group members for review
