September 1998

Community Watershed Projects

 
  • Thirty-six communities and agencies have either passed council resolutions or submitted letters to the RPO confirming their intent to initiate the Voluntary Stormwater General Permit application process.
  • Community Geographic Information Systems (GIS) Projects: Twelve Round 1 GIS projects and thirteen Round 2 GIS projects were selected for grant sponsorship by the Rouge Project. A listing of the selected projects is shown under section 5.4, "Rouge Watershed Projects".
  • Community Stormwater Projects: Sixteen Stormwater projects were selected for grant sponsorship by the Rouge Project. A listing of the selected projects is shown under section 5.4, "Rouge Watershed Projects".
  • Community Recreation & Habitat Projects: Eleven Recreation & Habitat projects have been selected for grant sponsorship by the Rouge Project. A listing of the selected projects is shown under section 5.4, "Rouge Watershed Projects".
  • Community Wetlands Projects: A notice of grant availability was sent to Rouge watershed communities in late June. Seven proposals were received from watershed communities. These proposals will be evaluated in October.

Support
(WMD7.3)
  • Held discussions with EPA HQ staff and managers on TMDL policies and the TMDL Federal Advisory Committee. Began development of a draft watershed management plan outline which will be used in discussions with USEPA and MDEQ to show how a watershed management plan can meet all of the requirements of a TMDL.

Study

WQ Monitoring (WMOG2.4)
  • Conducted a log jam and debris survey of all 1998 instream monitoring sites and coordinated the removal of debris from these sites.

Implementation

Program Management & Reporting (WMD6.5)
  • RPO staff prepared for and attended the following meetings during September: schedule update meetings on September 1, project coordinators meeting on September 2, general permit workshop on September 9, WC/DEQ/EPA policy meeting on September 10, grant management meeting on September 14, Leadership Breakfast in Livonia on September 17, strategic planning workshop on September 24, long range planning meeting at Henry Ford Estate on September 29, and a watershed managers meeting on September 30.
Office Services (WMD6.6)
  • RPO staff performed the following activities during September: prepared exhibits for the subwatershed management work plan, updated institutional survey results, updated Web site documents, prepared general permit overheads for the workshop, reviewed technical memos, edited an illicit connection table, prepared an abstract for the products catalog, prepared two WEFTEC ’98 presentations, edited/formatted a new work plan, and revised the text for the outreach binder and prepared an outreach slide presentation.
Subgrant Administration (WMD6.7)
  • Initiated the review and evaluation of wetland proposals from communities and agencies in the watershed.
WSM Support Systems (WMOG6.4)
  • General administration tasks were performed including system administration and maintenance, back ups, file management, reporting, logging, and processing of requests to the GIS team.
GIS Support to MDEQ
(WMOG6.5)
  • The computer equipment was purchased in September and will be installed on October 8.
  • Guest speakers have been scheduled to enhance the training process. The speakers will discuss topics relevant to both the training material and the construction of future data themes.
Evaluate Traditional NPS Controls
(URBSW5)
  • Reviewed the draft report for the On-Line Quality Device BMP and developed an approach for reporting on data from the Multi-Chamber Treatment Train BMP.
WSM Strategy Application (URBSW6.3)
  • The general stormwater permit workshop was held on September 9 at the Inkster Recreation Center. The workshop focused on institutional arrangements and the funding of general permit activities.
Evaluate Illicit Connections (URBSW8.3)
  • Thirty-five facilities were inspected for illicit connections in September. Twenty-five improper connections were found in five facilities. Four facilities corrected the improper connections that were found.
Wetland Resource Protection Plan (WETL2)
  • Revisions to the wetland resource protection plan are continuing. The document will be issued in October.
Abandoned Dump Investigations (DMP1.2)
  • Preparations on the Guidelines document are continuing. The document will be sent out for external review soon. Site investigations will begin after the document is sent out.
Public Involvement (DSSPI1.6)
  • PI staff attended the following events in September: Wayne Wheelfest, River Rouge Days, Plymouth Fall Festival, West Bloomfield Autumn Fest, and Troy Daze.
  • Continued planning the festivities for the Newburgh Lake reopening.
Rouge Watershed Management GIS Pilot Program (DSSPI5.4)
  • A final draft report of the applications, data sharing, and data integration chapters is being integrated into the work plan report for delivery in October.
