Executive Summary

Community Watershed Projects
| |
- Forty three communities and agencies have either
passed council resolutions or submitted letters to the RPO
confirming their intent to initiate the Voluntary Stormwater
General Permit application process.
- Community Geographic Information Systems (GIS) Projects:
Twelve Round 1 GIS projects and thirteen Round 2 GIS projects
have been selected for grant sponsorship by the Rouge Project.
- Community Stormwater Projects: Sixteen Stormwater
projects have been selected for grant sponsorship by the
Rouge Project.
- Community Recreation & Habitat Projects: Ten
Recreation & Habitat projects have been selected for
grant sponsorship by the Rouge Project.
- Community Wetlands Projects: Five Wetlands projects
have been selected for grant sponsorship by the Rouge Project.
- Community Septic System Projects: Five septic
system management projects were selected in December for
sponsorship by the Rouge project.

- Final allocation for grants to subwatersheds under 1999
grant funding for Stormwater General Permits Grants
have been received from all of the subwatersheds.
- Special needs grant availability for the General Permit
was advertised in September.

Combined Sewer Overflow and Water Quality
Monitoring

- MDEQ is leading a series of three work groups for CSO
basin data review and in-stream data review.

- Inkster, Redford and Dearborn Heights completed their
draft CSO basin evaluation reports in July 1999 in
conformance with the NPDES schedule.
- A plan was completed for the ecological survey of river
reaches near the CSO basin. Survey work was performed
in September.
- 1998 baseline data CD was completed and distributed
in July.

General Permit

- MDEQ issued 35 certificates of coverage through
September 30, 1999.

- Wayne County Commission approved new ordinance for
maintenance and inspection of on-site sewage disposal systems
in Wayne County in June.
- Washtenaw County is implementing its new ordinance
for maintenance and inspection of on-site sewage disposal
systems previously approved in June.

Watershed Vision
| |
- MDEQ compiled information from communities on reported
and suspected sanitary sewer overflow occurrences
in the Rouge Watershed.

Institutional Arrangements
| |
- Steering Committee met in July and September. Subcommittee
was formed to discuss sanitary sewer overflow issues with
MDEQ.
- Subwatershed Advisory Groups for all seven subwatersheds
are meeting regularly. Work is proceeding to finalize inter-agency
agreements with Wayne County for grant funding to support
community and agency General Permit activities. Work began
on public participation plans for the watershed management
plan in each subwatershed.
