Review of Year 2003
The year 2003 was a great year in the decade long effort to restore the Rouge River.  Water quality and overall ecosystem health of the river continued to improve, fish and wildlife are returning to the river, and increasing numbers of people are using the river for recreation. The improvements clearly reflect the benefits of the watershed management strategies that have been implemented to address and control the various sources of river impairment, such as dry and wet weather pollution sources in the watershed and highly variable rates of storm water discharge to the river. A major milestone in the Rouge River restoration effort was reached in 2003, when 38 communities and the 3 counties in the watershed signed an agreement to form the Rouge River Watershed Local Management Assembly (Assembly of Rouge Communities).  This unique, voluntary organization institutionalizes the management of the watershed at the local level and will guide future efforts to restore and protect the Rouge River. This report summarizes the major progress to restore the Rouge River in 2003.

Round VI Notice of Grant Availability
Wayne County is pleased to announce that another round of grant funding is available from the Rouge River National Wet Weather Demonstration Project.÷ The attached document "Notice of Grant Availability:÷ Round VI, for Permit Compliance Activities" provides information on topics such as÷eligible projects and activities, requirements of the proposer, and÷how proposals will be evaluated.

2001 Baseline Data Summary for the Rouge River Watershed
This report summarizes the baseline environmental conditions in the Rouge River Watershed observed in 2001. The 2001 program was in part a continuation of earlier programs, which focused on the collection of data at selected monitoring sites, in order to continue documenting water quality status and trends and to support the Phase 1 Combined Sewer Overflow (CSO) basin performance monitoring and reporting.

New Dataview CD - Volume 9
The RPO Data CD Volume 9 contains RPO monitoring data for the sampling years 1994-2002 including: continuous water quality, flow, rainfall, habitat, sediment, wetland vegetation and a variety of other data types. Data contained on the CD are designed to be used with RPO DataView, an easy to use Microsoft Windows application developed for end users to access, browse, query and display the RPO sampling data. DataView is included on the CD along with installation instructions, system requirements and a User's Guide.

A copy of the RPO Data CD Volume 9 can be obtained from Wayne County by submitting a Rouge Project Order form. When ordering please be sure to include the title "RPO Data CD Volume 9" and the order number "DATA-DV". The Rouge Project order form can be submitted by fax or email.

Updated Draft Rouge River Remedial Action Plan
The 30-day review period required for the Rouge River RAP ended December 29, 2003. The final Rouge River RAP should be available on the Rouge Project website by February 1, 2004.

US EPA Office of the Inspector General's Wastewater Management Evaluation Report
During the summer of 2002, the USEPA Office of the Inspector General (OIG) did a nationwide audit of the Combined Sewer Overflow (CSO) Control Program. The MDEQ, the Rouge River Project and several Michigan cities were interviewed as part of the study. The report sites the Rouge River Project as an excellent example of utilizing a watershed approach in addressing water quality goals.

Oakland County Wins Award!
Oakland County recently won an award from The American Council of Engineering for its Septage Unloading Facility. The Oakland County Septage Unloading Facility will provide a more convenient, controlled, and cost-efficient manner to dispose of septage from residential septic tanks and sediment from municipal catch basins.

2002 Friends of the Rouge Frog and Toad Survey
The annual Frog and Toad Survey helps to identify and monitor wetlands and other valuable wildlife habitats in the Rouge River watershed. Volunteers are needed to help in this environmental study during the spring and summer months.

Atmospheric Depositions and Runoff of Mercury and Trace Metal in an Urban Watershed
This study was presented at WEFTEC 2000 in Anaheim. The study represents the most complete set of atmospheric concentration and deposition data for trace metals and mercury in an urban watershed. The results provide both the critical information and valuable study approaches to monitor trace metal deposition in urban watersheds.

Wayne County is requesting proposals from communities, public agencies or 501 C3 nonprofit organizations for activities related to the responsibilities under the MDEQ Storm Water General Permit and located within the Rouge River Watershed. Proposals accepted by the County will be eligible for 50 percent reimbursement from federal grants through the Rouge River National Wet Weather Demonstration Project (Rouge Project).

General Comments on Draft SWPPIs
General comments were prepared by MDEQ based upon their reviews of some draft SWPPIs. The comments were prepared to assist the communities in the preparation of their final SWPPIs.

GIS Pilot Project Report
The Upper 2 GIS Pilot is now complete and the findings in this document summarize the primary issues found to be significant in the transfer and integration of data.

Historic Rouge River Water Quality Reports
Numerous water quality reports from the 1970's through 1990's are now available. These are water quality studies primarily conducted by the State of Michigan.

River Flow Information
Get information on river flow issues within the Rouge watershed and how the subwatersheds are addressing them. This new section has been added to the Watershed Management section.

Student's and Teachers Page
We have updated and added new sections for this page. The new sections include games, sample lesson plans, and experiments. We have also expanded our list of other links to include many new and interesting educational resources as well as more free stuff for teachers.

Updated GIS Section
We have updated this section with more information on the use of Geographic Information Systems (GIS) in the Rouge Project. The Rouge Project has established a GIS and data management system that is structured to support the many and varied technical activities of the project.

Updated Maps
Representatives have developed numerous maps displaying the data and analysis from different programs. We have updated these maps with our most recent information. We now have 52 maps and several color maps available.

Storm Water Pollution Prevention Initiative Guidance
One component of the Michigan General Storm Water Permit is the Storm Water Pollution Prevention Initiative (SWPPI). This section contains guidance materials when developing the SWPPI.

Rouge Stream Data Committee Interim Report
In April of 1999, the Rouge Stream Data Committee (RSDC) and the CSO Work Group were established as part of a process for analyzing data on the effectiveness of Rouge River combined sewer overflow (CSO) demonstration basins. This document is an Interim Report from the RSDC to the CSO Work Group indicating its conclusions of whether the receiving water downstream from each individual Retention/Treatment Basin (RTB) is achieving the Phase III criteria for success and, if not, to what extent the RTB discharge is contributing to the problem.

Subwatershed Management Plans
Rouge River subwatersheds are required to develop watershed management plans in accordance with the requirements of the Michigan General Storm Water Permit. All seven of the Rouge River subwatershed groups have finished their final management plans, which are now located under the Local Community Information section.

Watershed Signage
Over 140 new signs are being added to county roadways to mark the boundaries of the Rouge River watershed.
