Community Project Descriptions
(updated April 1999)
The Rouge Project recognizes the importance of involving local
communities and agencies in the restoration of the Rouge River.
One way the Rouge Project is involving local communities and agencies
is by providing funding for local projects. Projects from throughout
the watershed have been selected to receive funding to demonstrate
various watershed management techniques. These techniques have been
categorized into thirteen groups.

Caddell Drain Erosion Control (Stabilization)
Project
Lead Agency: Oakland County Drain Commissioner
The City of Farmington Hills has targeted 2,500 feet of the Caddell
Drain for its streambank stabilization project. Stabilization
methods used enhance aesthetics and wildlife habitat, while minimizing
erosion problems.
Soil Bioengineering Techniques for the Restoration
of Johnson Creek, Washtenaw County, Michigan
Lead Agency: Washtenaw County Drain Office
Washtenaw County Drain Office restored and protected high quality
cold water streams while incorporating different streambank stabilization
techniques than those used for the Novi project. Protecting the
habitat of special concern species like the Redside Dace minnow
was of great importance in the Johnson Creek area.

Upstream of the Mill Pond
Lead Agency: City of Novi
The City of Novi is utilizing alternative bank stabilization techniques
upstream of the Northville Mill Pond to eliminate sediment discharges
into Mill Pond, which will further enhance the Mill Pond restoration
effort.
Nankin Mills Streambank Stabilization Project
Lead Agency: Wayne County Parks
Wayne County Parks is utilizing natural erosion control measures
and dredging to open race channels that control flooding and improve
water quality. This study and design is combined with strategic
planting and landscaping to help with overall streambank stabilization.
Control of Street Runoff and Pollutants
Roadway Source Controls
Lead Agency: Redford Township
Redford Township is examining three types of Best Management Practices
(BMPs): in-line catch basin restrictors, catch basin cleaning, and
street sweeping. These BMPs are being tested to determine the effectiveness
of each in reducing pollutants in storm water runoff.
Storm Water System Evaluation and Maintenance
Lead Agency: City of Livonia
This project involves a catch basin maintenance study on a series
of drains from Farmington Hills to Livonia. The analysis determines
which catch basin cleaning operations best decrease the amount of
pollutant load to the Rouge River.
Storm Water System Evaluation and Maintenance

This project conducts a catch basin maintenance study on a series
of drains from Farmington Hills to Livonia. The analysis determines
which catch basin cleaning operations best decrease the amount of
pollutant load to the Rouge River.
Catch Basin Cleaning and Street Sweeping Program
Lead Agency: City of Dearborn Heights
Garden City and Dearborn Heights are conducting a comparative street
sweeping study. Street sweeping occurs in a one square mile area
once a week in Dearborn Heights and the pollutant removal is compared
to a one square mile area that is swept twice a year in Garden City.
Catch basin cleaning also occurs twice a year and the pollutants
removed are measured. In addition, an existing Geographic Information
System (GIS) incorporates the new storm sewer and catch basin information
as part of the Dearborn Heights study.
Street Waste Transfer Facility
Lead Agency: City of Livonia
This project constructs a street waste transfer facility used by
Livonia, Garden City, Westland, Dearborn Heights, and Redford Township.
A three-sided bin has been constructed on an impervious surface.
The runoff from this bin goes to a sanitary sewer that helps to
minimize environmental impacts.
Source Controls
Lead Agency: City of River Rouge
This project examines three types of source controls: in-line catch
basin restrictors, catch basin cleaning, and street cleaning. This
will determine the effectiveness of reducing suspended solids from
storm water runoff.
City of Wayne Storm Water
Project
Lead Agency: City of Wayne
This project focuses on three principal areas: public education,
inventory and maintenance of existing storm water systems, and capital
improvement of existing storm water systems. These items not only
improve the overall water quality of the Rouge River, but also provide
information and data for use by other Rouge River communities in
the future.
Environmentally Friendly Mixed Use Development
Lead Agency: Wayne County Department of Jobs & Economic Development
This first of its kind project demonstrated Best Management
Practices (BMPs) on a 900 acre scale. Located in Northville Township,
this residential/community project provided schematic designs, engineering
documents and guidelines for an integrated stormwater management
system, serving as a guide for the use of BMPs in land development.

Storm Water Conveyance and Wetland Treatment
Facilities
Lead Agency: Washtenaw County Drain Office
A feasibility study is being conducted to replace confined, piped
stormwater systems with open swales and storm water treatment utilizing
constructed wetlands.
Nonpoint Source Pollution Public Awareness
Lead Agency: Salem Township
An education program that targets rural, single-family residences
that have not been targeted in the past. It informs the public on
ways to reduce storm water pollution by creating educational materials
and holding public meetings where information can be shared.
Geographic Information Systems: Public Awareness
Educational Programs
Lead Agency: City of Novi
The goal of this public awareness movement is to make Geographic
Information Systems applicable and accessible on a local scale.
By developing GIS-based educational programs, cable television,
and local community Emergency Action Plans to address accidental
hazardous material spillage into storm drain systems, the public
becomes an informed component of the overall watershed strategy.
Outdoor Lab and Interactive Trail System for
Best Management Practices (BMPs)
Lead Agencies: Salem and South Lyon Schools
The project provided for an outdoor lab and interpretive trail system
that demonstrated various BMPs that complimented the schools
science curriculum and recreational uses.

Nankin Mills Interactive Display
Lead Agency: Wayne County Parks
A computer model of the Rouge River Watershed has been developed
to simulate over 400 years of history, resulting in a better understanding
of storm water pollution and control.
Interactive Kiosk to Disseminate Rouge Program
Office Information
Lead Agency: Wayne County Parks
This project develops an interactive kiosk to disseminate information
from the Rouge Project. The feature topic is "How Humans and
Natural Pollutants Impact the Rouge River and What People Can Do
About It". Program success is measured by the number of users
of the kiosk and the number of pamphlets distributed.
Healthy Garden Tours
Lead Agency: Southeastern Oakland County Resource Recovery Authority
(SOCRRA)
SOCRRA demonstrated home garden care using techniques that benefit
storm water quality. This project included a tour program in various
communities; volunteer involvement; outreach to the public; and
educational materials.
Demonstration Home Lawn Care
Lead Agency: SOCRRA
This project demonstrated environmentally friendly lawn care and
helped educate municipal parks and public works staff on how to
care for lawns in a way that protects water quality.

River Watch Program
(1997 - 1999)
Lead Agency: Friends of the Rouge
Friends of the Rouge provided educational opportunities and materials
to demonstrate how day-to-day activities of residents can be altered
to help reduce pollution levels in storm water. Residents "took
ownership" of a section of the Rouge, or one of its tributaries,
that runs through their neighborhood. Aspects of the Rouge Friendly
Neighborhood programs developed by the Rouge Project were also incorporated.

Rouge Education
Project (REP) 1998-1999
Lead Agency: Friends of the Rouge
For twelve years, the REP has provided classroom teachers with a
multidisciplinary curriculum built around student monitoring of
the Rouge River. The four main cornerstones of the REP were: watershed
education and analysis; school-community-university-partnerships;
computers/telecommunications; and educational advancements. This
years goal is to implement the Rouge Education Project in
100 schools (K-12), with approximately 150 teachers and 9,000 students
participating. The REP has effectively demonstrated that the project
results in marked improvement in student attitudes and heightened
concern about the Rouge River.

Healthy Lawn and Garden
Education
Lead Agency: Southeastern Oakland County Waste Authority
Through this project SOCWA/SOCRRA adds to the body of information
and understanding about healthy landscapes for Rouge River water
quality which began under earlier projects; provide innovative training
for citizen Master Composter and Master Gardener volunteers; facilitate
the process of education outreach to DPW personnel and landscapers
in the Rouge Watershed; and educate and motivate thousands of residents
in home landscape practices that protect water quality.
Golf Course Maintenance Program
Lead Agency: Redford Township
There is considerable runoff from golf courses that is high in fertilizers
and contributes to excessive nutrient loading of the Rouge River.
This pollution prevention project develops a model program for golf
course maintenance to minimize impacts to receiving waters. The
procedure is applicable to both public and private golf courses
and turf areas throughout the country.
Abatement of Agricultural Runoff
Lead Agency: Wayne County and Washtenaw County Conservation Districts
Farms have been identified as sources of water pollution. The focus
on management of agricultural uses protects water resources for
long-term water quality improvement across many communities. Soil
testing, developing of conservation plans, publishing and meeting
with farmers to discuss farming practices and woodlot management
were tools that helped make this project successful.

Site Conservation Easements
Lead Agency: Superior Township
The Southeast Michigan Land Conservancy identified and promoted
conservation easements along Fowler Creek in the Lower Rouge River
subwatershed. Landowners were provided with educational materials
and had the opportunity to meet and discuss the many advantages
of conservation easements. The actual purchasing of conservation
easements was funded by Superior Township.

Northville Mill Pond Restoration
Lead Agency: City of Northville
Located in the heart of the city, the Northville Mill Pond has accumulated
sediment, limiting its recreational use. The Northville Historical
Society, Northville Public Schools, and the Friends of the Mill
Pond Association are performing an analysis of current conditions
and developing a restoration plan.
Caddell Drain Regional Detention Pond Retrofit
Lead Agency: Oakland County Drain Commissioner
A new outlet control structure is being installed to increase detention
in the existing Caddell regional storm water detention facility
in Farmington Hills. This reduction in discharge prevents further
band erosion in the downstream Caddell Drain.
Regional Storm Water Management Facility
Lead Agency: City of Livonia
This project creates a regional detention pond that provides a regional
solution to the existing erosion problem due to high velocity. It
is designed to reduce surge flows, limit streambank erosion and
improve water quality.
Sedimentation Basin at Outlet of Area 10 Sewer
Separation
Lead Agency: City of Westland
This project constructs a sedimentation basin at the outlet of a
newly separated sewer area. Water quality and quantity measurements
are taken to determine the effectiveness of the basin.

Fellows Creek Regional Detention and Public
Education Programs
Lead Agency: Canton Township
The detention pond study explored funding mechanisms for ongoing
maintenance of detention ponds; developed a program for detention
pond maintenance by training citizen groups and others; and conducted
a survey of existing detention ponds to evaluate their condition.

Park Restoration Project
Lead Agency: City of Birmingham
This project restores the integrity of Quarton Lake and the Rouge
River and restores recreational uses. This is accomplished by removing
accumulated sediment from Quarton Lake and lessening the impact
of streambank erosion through bioengineering techniques. In addition,
public involvement activities are being undertaken to educate area
residents and upstream communities on how best to protect Quarton
Lake and the Rouge River.

Soil Erosion Control Using Biodegradable Blanket
at Construction Site
Lead Agency: City of Novi
A biodegradable erosion control blanket is being used to reduce
soil erosion at construction sites. The construction sites are upstream
of the Northville Mill Pond and help in the restoration efforts
at the pond.
Pebble Creek Erosion and Sedimentation Control
Study
Lead Agency: City of Farmington Hills
This sedimentation and erosion control project analyzed existing
erosion control practices at construction sites and evaluated ordinances
to determine whether and how they could be strengthened or revised
to provide better erosion control and provide benefits to storm
water quality.

Ford Bridge Retrofit,

On-Site Sewage Disposal System Project in the
Tonquish Creek and Middle 3 Subwatershed, Rouge River, Michigan
Lead Agency: Wayne County Environmental Health Department
The information gathered from a septic system study was used to
develop a computerized database. Targeted communities were Canton,
Northville, Plymouth, Dearborn Heights, Garden City, Livonia, and
Westland. This project worked with these municipalities on education
and correction of septic system failures. The elimination of septic
discharges helped reduce public health risks related to sewage.

Central Wayne Energy Recovery is developing alternative ways to
fund household hazardous waste collection, set up battery collection
at City Halls, and establish a permanent household hazardous waste
collection center. Participating cities include Garden City, Dearborn
Heights, Inkster, Wayne, and Westland.

This project incorporates structural and nonstructural Best Management
Practices (BMPs) into its storm water management and maintenance
plans. The revisions help improve storm water quality and flow conditions.
The goal is to draft an ordinance for presentation to voters and
City Council that creates a "storm water utility".

Habitat Evaluation
Lead Agency: Friends of the Rouge
This project identified, prioritized, and evaluated existing habitats
along major tributaries and creek sheds in the Middle 1 Subwatershed.
Volunteers were trained to staff the long-term survey and inventory
of the watershed. The information was used to educate the participating
communities in workshops aimed specifically at backyard management
practices. This project involved the coordinated efforts of all
the public information projects, school groups, general public,
and the mass media.

1 Subwatershed Frog and Toad Survey
Lead Agency: Friends of the Rouge
This survey assessed habitat, water quality and the distribution
of wildlife populations within the Rouge River ecosystem in Oakland,
Washtenaw, and Wayne Counties. The results of the survey will aid
in developing a sense of responsibility to the wetlands by local
authorities and residents within the watershed.

Ford Park Development Passive Recreation
Lead Agency: City of Northville
This passive recreation project was developed near the Mill Race
Historical Village. An observation deck and outdoor classroom, pedestrian
river walks, and native vegetation plantings focused educational
programs on the importance of ecology, and the historical significance
of the Mill Pond.

for Bell Creek Park Area

The purpose of this project is to modify an existing publicly owned
flood plain area to incorporate recreational, water quality, habitat,
and regional detention capabilities in combination with educational
opportunities. In the initial phase, the Township proposes to conduct
preliminary studies of the site to determine current conditions,
and develop a concept plan for modifications.

Wetlands Education Project
Lead Agency: Garden City Public Schools
This project develops an environmental education and recreation
site, with a learning station, adjacent to the Lower Rouge River
at the artificial wetlands on the Inkster Golf course. This
plan is being achieved through the design of interdisciplinary environmental
education units and activities related to river ecology and creation
and restoration of habitat. The project hopes to build community
awareness, commitment to the watershed management project, and increase
opportunities for educational and recreational use.
Native Plant Installation Project
Lead Agency: West Bloomfield Township
The Township of West Bloomfield is in the process of developing
a pilot study that uses native landscapes for the enhancement and
protection of watersheds. This pilot study is designed to
serve as a natural landscape plan for implementing future watershed
landscape study projects. This study aims to educate the
community and forge an understanding of the significance of natural
habitat enhancement.

Garden City Storm Water
Ordinances, Storm Sewer System Base Map, Implementation of Illicit

Lead Agency: Garden City
The purpose of this project is to facilitate the citys efforts
to move toward a restored Rouge River, alone, and in cooperation
with, neighboring Middle 3 Subwatershed communities in complying
with the goals of the General Storm Water Permit.
Inkster Storm Water Ordinances,
Implementation of Illicit Discharge Elimination and Public Education
Plans Project
Lead Agency: City of Inkster
This projects aim is to initiate implementation of certain
storm water management activities associated with coverage under
the General Storm Water Permit. The assignments include attending
Rouge Program meetings; developing storm water ordinances and standards;
beginning initial implementation of an Illicit Discharge Elimination
Program (IDEP); beginning initial implementation of Public Education/
Participation Plan Activities; and providing general project management
and administrative support. These activities assist the City in
moving toward better storm water management and reduction of storm
water pollution loading to the Rouge River.
Oakland County Illicit
Connection Program
Lead Agency: Oakland County Drain Commissioners Office (OCDCO)
The OCDCO aims to conduct an initial intensive illicit connection
program on the countys storm water system and to company this
effort with a downspout disconnection program. This includes an
approach to find, prioritize, and eliminate illicit discharges and
illicit connections, then devise a remedial action plan.
Data Management / GIS Inventory

This project studies the feasibility of integrating municipal GIS
and the Rouge Project GIS. It provides a means to develop processes
and procedure for data/information sharing and shows how the communities
and the Rouge Project can maximize information sharing and transfer.

Canton Township Utility
Coverage Project
Lead Agency: Canton Township
The purpose of this project is to develop ArcView coverages for
storm sewer, water, and sanitary sewer systems from existing AutoCAD
files and as-built information. Other aspects of the project include
upgrading or replacing existing computers; developing a coverage
and database to track elements of public education programs; and
providing training in ArcView and Avenue software.
Superior Township Utility
and Parcel Development Project
Lead Agency: Superior Township
This projects focus was to implement a parcel - based GIS
to enhance the collection, storage, control, and dissemination of
community information. Through the use of the GIS, the utilities
department enhanced its efforts to maintain the sewer systems, enhance
its cross connection monitoring program, and reduced the potential
for sewer system backups and overflows.

Wayne General GIS Development
Project
Lead Agency: City of Wayne
This projects goal is to establish a mapping system with related
databases, capable of identifying and prioritizing needed pollution
control efforts within the community. Most of the existing information
about the storm drainage network is not in an electronic form and
is being converted to an appropriate and compatible format to be
included in a watershed database.

Westland GIS Data Development
Project
Lead Agency: City of Westland
This project includes development of existing and future land use
data layers and enhancement and updating of the existing storm sewer
layer to include direction of flow and drainage district boundaries.
The enhancements provide data necessary for implementation of an
Illicit Discharge Elimination initiative and are used in monitoring
the effectiveness of Best Management Practice programs.

Plymouth Township GIS
Conversion Project
Lead Agency: Plymouth Township
The intent of this project is to acquire or develop the fundamental
components of a GIS necessary for preparing plans and implementing
subsequent strategies as required by the MDEQ General Storm Water
Permit. This includes development of watershed-related geographic
data layers, conducting essential data base design, and attaining
the necessary software, hardware, training, and professional services
to participate in watershed management planning activities.
Ypsilanti Township GIS
Conversion Project
Lead Agency: Ypsilanti Twp. & The Ypsilanti Community Utilities
Authority
This project expanded storm water management within the Township
through providing suitable oversight and administration of the system
development process; assessing additional system requirements; making
necessary changes to the existing databases; converting existing
databases to ArcView format; acquiring hardware and software needed;
and obtaining training in GIS software.

The objective of this project is to establish the fundamental Geographic
Information Systems (GIS) capabilities necessary for receiving coverage
under the Michigan Department of Environmental Quality (MDEQ) General
Permit for storm water discharge. The Township uses the GIS to implement
an illicit discharge elimination effort, and perform automated mapping
and data management processes.

The main objective of this project is to develop environmental data
layers within the Geographic Information System (GIS) of Romulus,
Michigan. These data layers are used in watershed management applications
such as modeling, maintenance management, septic tanks, hazardous
waste, erosion control and stormwater.

database for the Rouge River Basin area communities. This database

This projects goal is to provide a solution for the tracking
of geo-spatial metadata to be utilized in the Rouge watershed-wide
GIS. The project accomplishes this through development of a software
application for use by all communities in the watershed.
Building GIS Capacity
to Protect the Rouge River
Lead Agency: City of Birmingham
The GIS is used to ensure proper planning and innovative design
of relief sewers that allow for possible future conversion to storm
sewers to alleviate basement flooding and reduce storm flows to
the Acacia Park and Birmingham retention basins, thereby reducing
treated overflows. Using the GIS, sanitary and storm infrastructure
coverage are being added to the base maps of the townships of Oakland
County.

The purpose of this project is to construct key geographic information
systems (GIS) data and applications components to assist community
compliance with the Michigan Department of Environmental Quality
(MDEQ) General Permit, as well as for use in evaluating and implementing
regional storm water flow/pollution control measures to be established
in the Storm Water Master Plans for each community.
